Another thing to note is that the installation file did work on my Surface 4 running windows 10 but will not work on my desktop running windows 10. I have tried usb 2.0, 3.0, and 3.1. My issue seems to come from the core software installation. I also used the surface 4 to update the tobii 4c firmware to see if that helped and sadly it did not.
