will the 4C or EyeX have good/better accuracy with a high resolution but small monitor display?
4K & 21 Inches = 220 PPI = 86 PPCM

The accuracy of eye-tracking will not be improved or worsened according to your monitor specifications. The limits of accuracy in eye trackers are necessarily a product of biology *not* technology limitation. For example, you could be looking between two icons very close together on the screen and there would be no perceptible change in the actual movement of the eyeball.
For this reason, modern user interfaces and interaction software that implements eye-tracking uses relatively larger icons and buttons to ensure a smooth and accurate experience.
Accordingly, if you do indeed intend to use a small monitor display, it may be beneficial to use a lower resolution, to ensure that the various interactors (buttons, etc) are large enough to make eye tracking feasible. Perhaps you could expand on your eye tracking needs for us to be of more help in this case?
