I found Marc’s suggestion helpful at first, but the program alone isn’t enough anymore.
Here’s what I do now that works everytime:
1. Close both USBDeview and Tobii EyeX program
2. Disable and re-enable Tobii EyeX Controller in Device Manager
3. Open the Tobii EyeX program
4. Open USBDeview
The red lights on the controller usually turn on before USBDeview is finished loading.
