Here is what I have done in order to make Tobii working with ELite Dangerous Horizons:

Go to %HOMEPATH%\AppData\Local\Frontier Developments\Elite Dangerous\Options\Bindings

for example: C:\Users\cmdr_speedy\AppData\Local\Frontier Developments\Elite Dangerous\Options\Bindings

rename Custom.1.8 to Custom.0.8

FYI:
This should no longer be necessary as of version 1.0.2.317. ISE now modifies all .binds files located in %LOCALAPPSDATA%\Frontier Developments\Elite Dangerous\Options\Bindings.
